We've never been to a place where pets have been so accepted as part of a culture. It's not uncommon to go to a restaurant and see someone with their pet(s) at the table or sitting under the table. So there are no fears about bringing your animals. I would even go as far to say that pets are more accepted at "nice" restaurants than children--and I mean that.
The best solution to find out what is required to bring your animal(s) to your European country is to consult the embassy of the respective country in Washington DC. Go here to get a complete list of embassies in Washington DC. Browse the respective website of your embassy. Most will have information pertaining to traveling with your pets and what documentation will be required (pet passports, vaccination records, certificate of health, etc). Your local veterinarian may have information or know who to talk to. There may or may not be a quarantine time for your animal. Again, contact the embassy (via their website) of your respective country to find out the requirements.
The sooner you get this information, the better. There are some time-sensitive issues that you have to complete prior to departure. In addition, it might be helpful to contact your new local gaining post/base/installation to find out what the requirements are for registering your animal at that location. Each place operates differently. For instance, the country of Belgium requires each animal have a microchip be implanted. We use a US-based vet to accomplish this and purchased the microchip reader ourselves since we could not obtain the EU-standard requirement. This was acceptable for the the Belgian embassy.
Additionally, when it comes to traveling with your pet, find out what the requirements are for your respective airline. Some airlines will allow you to travel on the plane with your pet in the cabin (respective to size). Others will require cargo carriers, etc. My wife and I traveled with our toy poodle in the cabin and had to purchase a specific make/size/ventilated/marked pet carrier (we found it on eBay)--one that could fit under the seat. It was also a good idea to get a light sedative for our animal.
